OpenAI for Greece, What it Really Means

The model nation in data collection and governance, AI readiness, and AI strategy

On Friday, OpenAI and the Greek government announced a partnership focused on education and innovation, marking an important milestone for the country. Let us explore what this truly signifies.

This partnership, the first of its kind in Southern Europe, will be implemented in two main phases.

Education: Greece will be among the first countries to introduce ChatGPT for Education in classrooms this academic year. In collaboration with the Greek Government, the Ministry of Education, and the Onassis Foundation, teachers from upper-secondary schools will be trained to integrate artificial intelligence into their teaching. The selection of teachers will reflect regional and socio-economic diversity, ensuring broad access and impact. Tipping Point in Education will coordinate the training, aiming to strengthen AI literacy and skills among students and educators.

Innovation: In partnership with the Ministry of Development, OpenAI and Endeavor Greece will launch the Greek AI Accelerator Program. This initiative will support a new generation of founders building with AI, offering access to OpenAI’s technology and credits, mentorship, specialized workshops on scaling, and opportunities for international exposure.

To appreciate the significance of this development, it is helpful to look back at the progress of the past two years. In November 2023, a high-level advisory committee on artificial intelligence was established under the supervision of the Prime Minister. Its mission was to gather experts and explore the question: what can Greece achieve with artificial intelligence?

Organizations such as 100mentors have continued the conversation through initiatives like the GENAI Summit, which first took place in June 2023 and will hold its fourth edition in November 2025, bringing together representatives from government, industry, policy, research, and innovation to explore the societal impact of artificial intelligence.

In June 2024, The Lyceum Project, an annual initiative where philosophy meets AI, was launched in Athens. Co-organized by the Oxford Institute for Ethics in AI, Stanford University, and Demokritos, Greece’s National Centre for Scientific Research, the project encourages reflection on what it means to be human in the age of AI and how innovation can be guided by wisdom, integrity, fairness, transparency, and trust.

A consistent theme across these events has been the Prime Minister and his team attending in person, emphasizing the government’s ambitious plans for AI and the importance of thoughtful leadership in addressing its challenges.

By November 2024, the advisory committee published The Blueprint for Greece’s AI Transformation, outlining several flagship programs. The first priority was to make Greece a model nation in data collection, governance, and AI readiness. In December 2024, Pharos: the Greek AI Factory was approved by EuroHPC as one of the first seven AI Factories in the European Union, following a proposal by the Ministry of Digital Governance.

In February 2025, at the AI Action Summit in Paris, Greece showcased its blueprint as an example for Europe. The Prime Minister also met with Demis Hassabis, CEO of Google DeepMind, to discuss AI development and technological evolution.

The second pillar of the blueprint focused on building world-class research and education institutes. By March 2025, tech leaders like Nvidia established subsidiaries in Greece, and in April 2025, the Pharos AI Factory was inaugurated as one of the first thirteen AI factories in Europe.

In June 2025, the second edition of The Lyceum Project, Children in the Face of AI, featured the Prime Minister and his team speaking about the impact of AI on education and the essential role of government in shaping its future.

The OpenAI partnership aligns closely with the third and fourth pillars of the blueprint: building a central education platform and fostering ecosystems around data, computation, investment, and training. Remember the earlier discussion between the Prime Minister and Demis Hassabis will continue at the Athens Innovation Summit on September 12, organized by Endeavor Greece.

Having a national blueprint has allowed Greece to set clear priorities, attract and collaboration with leading AI players such as OpenAI, Google DeepMinds, Nvidia and establish itself as a model nation in AI adoption, moving beyond experimentation toward a consistent strategy across governance, education, research, and innovation.
